Remove the launch pads. Chickens fly up in stages. A feed bin, a woodpile or a low shed against the fence turns a tall fence into a short one.
Wing clipping. Common, and it works — trimming the flight feathers on one wing unbalances the bird. Two honest caveats: it removes their ability to escape a predator, which matters in a country with dogs, snakes and hawks; and it grows out at the next molt.
